If set up, when does VAT return authorisation workflow occur?

You can create the VAT return as a draft. The authorisation workflow starts when you Submit the Draft, requiring approval. After approval, this is when it's sent off to HMRC, this stage is called 'Process', followed by the 'Post' stage, which finalises it in the GL.
